Im looking for a game where my mage can continuously shoot out spells on a regular basis.

EX: On UO if i have a GM mage with high int and good faster casting I can fire non-stop magic arrows

On Ragnarok Online it is possible to get most of your spells to instant cast

Since your already familiar with UO skill system. Google legends of kesmai there are still rumors that dragons roam kesmai this very day

Childish? You make that assumption off of what?

I don't know a single child with the attention span needed to play RO.

Warhammer online is decent for that actually. All classes use a action point system similar to WoW rogues. I'm not sure on spamming insta-casts but the action point system means no real downtime and you just keep wailing away.
