These are my assumptions:
Each tier has content associated with it.  When you out level the tier, you no longer have access to the content.

My questions are:
How can someone hit up all the quests, pqs, ectra; play a bunch of RvR scenarios and play in the RvR lakes; fill out thier book; and not out level the tier before completing it all?

Some details:
While playing the PW, I mostly did the RvR scenarios and played the quests and PQs in between que times.  I did not make it to the RvR lakes by time the weekend ended (was completing all the quests in each zone).  My max level was 8.

I really enjoyed myself, and am wondering if it is even possible to enjoy all the content for the same starting area on 1 character.  Or if you'll have to take 2 characters through the same starting area to enjoy all the content, and yeah.

This will only happen on the Open RvR servers.  There will be nothing keeping you from returning to earlier tiers on the Core and RP servers.

Game hopping since 2003.

oh i forgot about the upscaling, will we be downscaled to enjoy lowbie content? is xp downscaled etc?

No downscaling has been announced.  Though there was talk about perhaps a system similar to EQ2's, however, I wouldn't hold my breath for anything to be implemented for a while.

This would make me very happy.  Hopefully if they do go this route they will scale it better than EQ2 does.  But in EQ2 I've been in mentor groups a lot.  It really helps you re enjoy lower content and be able to help others enjoy it as well.
