Almost word for word the Anarchy Online Halloween Event that's ben running for 5 years. 

Uncle Pumpkin Head The mad necromancer Benzim Ak-Bekit  comes to Rubi-Ka Hyboria.

I still wish they had recycled the fun and working  parts of AO when building AoC, they would have had a hit game.

From reading most of the responses on the OP's link, it seems like the event was put together at the last minute. I guess that it is ok because that means that FC is most likely spending most of their time on fixing bugs/problems from the 3.0 update.
While the Halloween event in AoC isnt near the quality of WoW, WAR, Vanguard, EQ1 and EQ2(Yes, I currently play all of these games) Halloween events, it shows that they are thinking about holiday events and that they may actually be able to focus on better quality holiday events in the future once they fix more of their game.
I would suggest that FC put at least one dev on a special projects team and start on working on a Christmas event for AoC pretty soon.

Members of the FoA, from my understanding, will have an active role in  events that take place in AoC. FC has a similar GM system in AO which worked on great from my understanding. This means that future events should be more fun because the FoA members are going to be handing out gifts and spawning mobs.

Im not sure what the FoA team is but it sounds like the Guide team that SOE has set up. I was a Guide in EQ1 and Vanguard for many many years and the Guides have many of the same ingame GM tools that the GMs themselves have. However, we couldnt spawn any mobs but we could turn ourselves into various mobs/NPCs. Static seasonal questlines were generally developed by the Devs and put inplace with game patches/updates and it pretty much ran itself just like anyother quest ingame. Although, with something like what was going on with the AoC halloween event there is plenty of room for Guides/FoA/GMs to take on the role of the undead minions and the Boss mobs in order to give the player more of an interactive event. For instance, if a group of lvl 80 players come storming into the area where a lower lvl group is trying to work on the event mobs and a GM/Guide/FoA person is actually playing the role of any of the undead, then the GM type person can make himself invulnerable, can roleplay his character, can death touch any loudmouth player, and can also reward specific players who seem to be participating in the event as was intended. I used to give out something to each player that was involved in the event no matter how small of a part they played. If the person was very visible in the event then I would give them a level appropiate item that wasnt commonly seen in the game and if the person was just standing around watching then I would give them some type of food item that would have any number of charges of illusions or activity. For the player who was disruptive to the event, he would get multiple free GM rezzes :)
