In the real world of sailing, weather was a huge factor. A ship going into a storm would suffer a lot of damage, and would need to go to a port and make expensive repairs. Crews would get sick, and need to be replenshied, again at a high cost. Supplies need to be replenished, a lot, again at high expense.

It would have made a lot of sense if in PoTBS you had these factors. Right now, ship loss is the only real expense. What if you had to make frequent expensive repairs, even if you didn't fight? What if your crew got sick and you had to pay for more? What if your sails, lines, cannons, etc, wore out and had to be replaced at a high cost?

These are factors the real world has, and I think PoTBS would be wise to institute something like this for a money sink.

Suggested during Beta IIRC?

Few issues with this are that the Travel Map does not really allow for it (there's that bloody Travel Map stuffing things up again).

Also, somewhere pre-release there was a video Dev Interview where this was also raised by the interviewer.

"Not Fun" was the answer.

 

That said, I 100% agree with you. 
In fact, in response to the Dev interview (which I now cannot find) I made a lot of comments on the pre-release FLS boards about what made games fun.
I am a big fan of Silent Hunter III.  But, if you actually play that game you will realize that 50% of it (that is with time compression) is not about combat.
It's crew management, navigation, sailing from place to place, boat management and planning.  It's fun.
Any one of those elements by themselves would be boring - but all put together the right way it makes for a great game.
