According to Bioware, adding a text chat into the game comes along with all sorts of additional requirements and difficulties. A user of Reddit has asked if players can expect the usual text chat channels like zone, clan, etc. to be featured in Anthem. The answer of Brenon Holmes, the creative director of the game, had been incredibly surprising:
The main challenge is that there are a bunch of additional accessibility options that we are required to implement. This increases the cost of these sorts of features.
As an example I’m pretty sure one of the things we need to support is TTS for any in game text based chat.
This sort of thing unfortunately complicates what might normally be an easier feature… Right now we’re still figuring out what is feasible to do. ?
Other things you should not expect from Anthem are crossplay and Battle Royale mode.
No plans for crossplay at launch https://t.co/jTEldYV7Vr

No communicating with text in a multiplayer game? Didn’t Destiny 1 make a similar mistake?
